Who's the Boss

I have a bitch and a dog although the bitch Rosie is younger and smaller than Ozzie she is very bossy and although they play in the garden together and in the house Rosie bites Ozzies legs or tries to push him out of the way when outside or playing with other dogs, I have to put her on the lead to let Ozzie have a good run in the park or fields don't know iff this is common in bitches
